I've wanted to see the Canon RF 70-200mm F4 L IS USM Lens beside the Canon RF 70-200mm F2.8 L IS USM Lens, so I got around to creating a mockup today.. While both of these lenses are considerably smaller than their EF counterparts, the RF f/4 lens is considerably smaller (and lighter) than the RF f/2.8 version.
First, would I buy the RF 24-70 f/2.8 IS. Well, that's a tough one. I love my EF 24-70 II. It's a great lens and works well on the R with my control ring adapter. It's not tack sharp at the edges (not just corners) at some focal lengths - somewhere in the 35mm range - which sometimes requires too much sharpening in some larger group photos.
By the way, this remains true at open aperÂture - the EF 24-70 f/2.8L II is superbly sharp at f/2.8 and still slightÂly betÂter than the RF 24-105 f/4L IS at f/4: CenÂter of image 400%, focus is on the back of the chair, f/4 RF vs f/2.8 EF

At the wide angle end of the zooms (both tested at 28mm), the Tamron was slightly sharper in the center at f/2.8 â f/4 but the Sony was sharper away from the center and towards the borders of the frame. However, at the other end of the zoom, the Tamron had significantly higher resolution and was generally sharper across the frame.
The 24-105 f4 RF maybe a mini van lens. From what I see the RF version is better than the EF version. The 24-70 f2.8 is over 2x the cost of the 24-105 f4. I would expect anything that costs over 2.x the cost to be better. I would expect a $45K mini van to be much nicer than a $25K mini van. Depends on your budget and income and needs/wants.

As for the new 24-70 f/4 IS, vs. the f/2.8 mk2, who knows. Maybe. Probably will be sharper than 24-105 because it is newer design, and because it covers a shorter focal range with (presumably) fewer optical compromises. But probably the kind of difference you'd only be able to see in a photo of a test pattern.
